A New Strategic Plan to Guide the Transition to Value Based Payments

Toomey Residential and Community Services of Syracuse, NY developed a new five-year strategic plan with the guidance of Senior Associate Vicki Quigley this summer. Toomey is a $10million organization that provides health care and residential services including trauma informed care for Unaccompanied Refugee Minors. The resulting strategic plan addresses NYS's transition to Value Based Payments (VBP), a systemic shift for human service organizations statewide. Vicki's work included a review of Toomey's governance documents with recommendations, survey administration and analysis, an in person half day planning session, and drafting goals, objectives, activities and measurable outcomes over the next five years.
